The 2% rent cap in Clare
Since 1 March 2026, every residential tenancy in Clare — and all of Ireland — is subject to a maximum annual rent increase of 2%. This replaces the old Rent Pressure Zone system. It doesn’t matter whether your property was previously in an RPZ or not — the 2% cap now applies everywhere.
Your landlord must give you at least 90 days’ written notice before any increase takes effect. The notice must state the new rent, the date it takes effect, and your right to dispute it with the RTB. If any of this is missing, the increase is invalid.

Eviction protections in Clare
Under the 2026 Tenancy of Minimum Duration (TMD) rules, all tenancies in Clare have a minimum duration of 6 years. Your landlord cannot end your tenancy without a valid legal reason, even within the first 6 months.
Valid grounds for ending a tenancy include: the landlord selling the property, needing it for a family member, significant renovation requiring vacant possession, or a substantial breach of tenant obligations. “I want to increase the rent” is not a valid reason.
